On 08/14/2009 deputies and EMS responded to the scene of an unresponsive 4 year old. Kelis Rucker was cold to the touch when units arrived. Despite life-saving efforts she was later declared deceased at a local hospital.

The mother, Dominique Brewer was the only one in the house with the child and gave several inconsistent statements during initial interviews. She also admitted to drug use prior to the incident.

Detectives canvased the neighborhood and obtained a warrant to search the residence. During the investigation they also conducted a re-enactment of the incident.

An autopsy revealed Asphyxiation as the cause of death. The mother gave no viable explanation as to injuries that the child received. At the conclusion of the initial investigation Dominique Brewer was not arrested and the case was sent to the State Attorney’s Office.

In 2017 detectives began to re-examine all aspects of the case, to include numerous meetings with the SAO.

In June of 2019, following years of collaborative investigation, a decision was made to file charges. Over the course of the next two weeks more interviews were conducted along with a full review of the evidence and initial statements.

On 06/17/19 detectives in MCSO Crimes Against Children Unit located Dominique Brewer. She was re-interviewed and at the conclusion of that interview she was arrested and charged with homicide.
