At approximately 3:45pm on 6/10/2019 Waste Management arrived at the Speedway Gas Station to empty two dumpsters. Just prior to emptying the second dumpster, a Waste Management employee observed a dog (pit bull) and animal crate inside the dumpster. Manatee County Animal Services was contacted and took custody of the dog.

On 06/11/2019 the Manatee County Sheriff’s Office with the assistance of Manatee County Animal Services began to investigate the case.

A previous complaint – alleging a dog was being kept in a garage at the nearby Lost Creek Apartments, and video evidence from the gas station capturing someone placing a large item in a dumpster, led deputies to develop Earl LaFrance as a suspect of Animal Abandonment.

Further investigation revealed LaFrance, who lived in the apartment complex, also had a lengthy criminal history and outstanding warrants from Bay County.

On 6/13/2019 Deputies conducted surveillance and followed LaFrance into Sarasota County where he was arrested on those outstanding warrants.

State Probation was notified of the arrest. The investigation continued for a couple more weeks and probable cause was developed.

On 7/02/2019 Deputies charged LaFrance with Animal Abandonment and Driving with a Suspended License (3rd Offense).

LaFrance is currently incarcerated in Bay County on his previous charges.
